The road is very narrow and busy already with all the businesses. the road seems best suited to industrial and business buildings. A place for prayer needs to be located in a non business/industral area. Due to parking issues and lare vehicles passing on that road health and safety may be an issue to the community esp those with young children. Jobs for the local area need to be considered of which a mosque will not generate. a business or industrial factory would generate more jobs for the local people. Mosques are open all year round this will be distruption to all residence int he surranding areas from parking problems, busy roads, businesses on the road will also be distrubted, large vehicles will be retricted to driving and deliveriung to there buyers and not to mention the increase of people in the area and distruption whiklst the commute to and from there vehicles to the mosque through out the day. As mentioned earlier it is an industrial road and should remain in that way for industrial/business purposes only.

  • 04/11/2012 - 3 Brinkburn Close , Edgware , HA8 5PW . Objection: I am concerned about the building of a mosque on Carlisle Road. I am objecting to this because: 1) The mosque site is on a road just of Stag Lane, which is already an extremely congested road. The mosque site has no parking and hence everyone will park on Stag Lane and the surrounding roads. Stag Lane already has a Kingsbury High School and on weekdays is very busy. The school has also submitted plans for a 5-a-side facility and therefore will become busy in the evenings and weekends. The surrounding area also has an ASDA supermarket which people need to get to. It is totally unacceptable to build a mosque and further congest the area. 2) The mosque should not be built in a residential area. It is densely populated and is hardly a suitable place. 3) The mosque is being built in an industrial area, which is meant for businesses. The mosque takes away jobs and businesses. 4) There is a Muslim place of worship in Queensbury, which is less than a 5 minute drive from the proposed Carlisle Road site. There is no need for another Mosque within the same vicinity. I strongly object.

Objection: This is an industrial estate as we all know and has always been , plus if the unit is used for other purposes than business, it would take employment away and as it is there is a high unemployment in the area. Traffic congestion,as it is parking is a problem and the junction of Carlisle Road,Stag Lane and Tweqsbury Gardens is already a black spot for accidents. There has been a number of accidents on this spot in the past.

This will cause even more businesses to move away from the area, thus more lose of vital jobs.. We have a Gurudwara , a Health clinic, a social club and Hundu centre; all on one road --Stag lane. Many people use the surronding roads to park their cars due to luck of parking, when using the above facilities. This is a mojor road in the area and Carlisle is off this road. The Residences wants some peace and quite after a hard days' work and specially at the week end with family.

It can get very congested due to the amount of vehicles / lorries that use the road and the parking is limited. As this is a business area it would not be suitable for a place of worship. There are many residential streets in the area and also a special needs school and secondary school.. I feel that this proposal would cause a great disturbance to a densely populated area 365 days a year.

I am quite concern of not having parking place for this sort of mosque. This is quite housing area where with lovely neighbourhood in surrounding area. We are residents of the area for over forty years and recognise community cohesion and lovely compromise in our ways of living without dogmatism or faith based claims of primacy. Carlisle road being an Industrial area is already crowded and is difficult to be used to access A5. It would be considerably worse if a mosque is posited in Carlisle road and accessing industrial facilities along the road would be impossible. The situation is already bad with heavy vehicles manouvering to load and unload. Should be add to the conjestion and make the access impossible? The entire neighbourhood comprises densely populated residences with a nursing home right across and many surgeries in very close proximity. In addition Carlisle road links two bus routes With a 8400 public religious facility volume of vehicular traffic would increase considerably. Residents of houses on roads taking off from Stag Lane which feeds Carlisle road would be trapped and would have to seek other more devious routes to get to A5. This will be in addition to the increased noice level every day of the year commencing very early in the morning. We should continue to facilitate a localy significant and necessay Industrial Site in preference to meet the faith needs of a small proportion of the population of UK. Faith is personal to individuals and should not gain dominance over community needs.

This supposed to be an industrial space. Also I am quite concern of having two parking place for this sort of mosque. Congestion and Parking The mosque site is in a congested shopping and residential area, surrounded by quiet terraced streets, double yellow lines, white zigzags, residents-only parking, and a private alleyway to the rear. This is on the main A5 thoroughfare out of London leading up to the M1. The proposal provides no parking. Just a few cars will create huge traffic problems on this busy road. 2. Residential disturbance The proposal will create unacceptable disturbance, so close to flats and houses all around, and above. Especially on the quiet and densely populated streets to the rear. This mosque will have to operate before sunrise and after sunset, and opening times will prove impossible to enforce during festivals, e.g. the weeks of Ramadan. The Applicants could hardly have chosen a less suitable place. 3. Loss of Shops Edgware is a Neighbourhood Centre under Colindale Development Policies. Losing this shop is contrary to Council Policy. Paragraph 10.6 states: ¿The Council wishes to retain local shops outside centres where possible, including those on small shopping parades.¿ Policy DP30 ¿recognises that shopfronts can contribute greatly to the character of centres and their distinctiveness¿, and says the Council ¿will resist the removal of shop windows¿. This proposed mosque breaks all these rules. It is unacceptable for the Council to allow Policy to be so openly broken in this way. Neeta Ganatra

It would be unbreable living at rear of the mosque, loss of privacy, constant noise 365 days a year. The proposal will create unacceptable disturbance, especially on the quiet and densely populated residential streets nearby, 365 days a year.Opening and closing times will be impossible to enforce.There will be unacceptable disruption to businesses in the vicinity, causing business to lose customers . Council Policy states that this is a Locally significant Industrial site, for protected employment uses. A mosque will undermine the economic viability of the area.Local people badly need these jobs, now more hen ever, and this proposed mosque breaks all these rules.It would be unacceptable for the council to allow policy to be pushed aside. Unacceptably high density / over development of the site. Visual impact of the development Effect of the development on the character of the neighbourhood The proposed development would over-bearing, out-of-scale or out of character in terms of its appearance compared with existing development in the vicinity The loss of existing views from neighbouring properties would adversely affect the residential amenity of neighbouring owners There are very many mosques in the surrounding area.

We live opposite the road and already suffer with poor parking from people using the banqueting suite and workers from mercedes etc. Emergency vehicles will not be able to get through, when something terrible happens action may be taken. The site is totally inappropriate for any form of worship. There will be building work at the Oriental City site and Capital Way which I feel will cause enough disruption for local residents.

Objection: Congestion: A 8,400 sq.ft building (on a currently much smaller storage unit) with two existing parking spaces, will invariably result in the surrounding residential streets being congested by the visitors to the Centre. There is no spare capacity for parking in these streets. As it is, the residents face enough problems with cars (coming for shopping on Burnt Oak Broadway) being parked blocking their drives. This will only make a bad situation unbearably worse. Foot-fall: A building of this size would obviously be intended to cater for large numbers of people. Our residential streets will cease to be residential streets by the large number of visitors to the Centre who would use the streets for parking. Environmental Impact: There will be a detrimental environmental impact with noise pollution. It is also difficult to justify the need for a mosque in this area. For all the above reasons, we would urge the Brent Council to refuse this tweaked second application, as it did for the first application.

If planning permission is given for a mosque in a business area it may lead to loss of jobs. There are also parking problems with those attending St Alphage church hall, the Bingo on Edgware Road. The planning application does not take into account that is a business area which is a totally inappropriate area for a mosque.

We are residents of the area for over ten years and recognise community cohesion and lovely compromise in our ways of living without dogmatism or faith based claims of primacy. Carlisle road being an Industrial area is already crowded and is difficult to be used to access A5. It would be considerably worse if a mosque is posited in Carlisle road and accessing industrial facilities along the road would be impossible. The situation is already bad with heavy vehicles manouvering to load and unload. Should be add to the conjestion and make the access impossible? The entire neighbourhood comprises densely populated residences with a nursing home right across and many surgeries in very close proximity. In addition Carlisle road links two bus routes With a 8400 public religious facility volume of vehicular traffic would increase considerably. Residents of houses on roads taking off from Stag Lane which feeds Carlisle road would be trapped and would have to seek other more devious routes to get to A5. This will be in addition to the increased noice level every day of the year commencing very early in the morning. We should continue to facilitate a localy significant and necessay Industrial Site in preference to meet the faith needs of a small proportion of the population of UK. Faith is personal to individuals and should not gain dominance over community needs.

Objection: I strongly object to the proposed planning application of a "Community and Education Centre" at 7 Carlisle Road, Kingsbury, London, NW9 0HD. Due to the already over populated residential area and busy industrial units that are in use every day of the week in Carlisle Road, this will cause chaos regarding parking and extreme volumes of traffic. This road is a no-go zone at the best of times. At present there has been many accidents at these cross roads hot spot. ( Stag Lane, Tewkesbury Gardens, Carlisle Road ). At this junction, Meera House Nursing Home already presents Tewkesbury Gardens with an increased load of traffic due to visitors, doctors, staff and the occasional ambulance parking at the beginning of the road. Cars parked on both sides of the road, mean that it is only single file up to Tintern Avenue. The proposed centre would then mean visitors to the site would look to park in Tewkesbury Gardens, Tintern Avenue and surrounding roads. Also due to the Sikh Centre at the junction of Princess Avenue / Stag Lane, traffic and parking already backs up to this Junction when in use. Capitol Way traffic ie; from Asda and Wickes Superstores already presents Stag Lane with high volumes of traffic. As a resident in Tewkesbury Gardens, I feel that this will have a massive impact on residents lives in relation to parking, volume of traffic, and safety being compromised.

The area itself is already heavily populated and the level of disturbance that this will bring to the vicinity will be intolerable. On a normal day driving down Carlisle Road can be quite a challenge, what with all the industrial vehicles that need to access the relevant buildings, sufficient space for turning, not to mention the already sparse parking available. Granting permission to this mosque will bring visitors that will not only be travelling by foot or public transport as quoted in the application, they will be using vehicles which have nowhere to park, meaning that they will use up the existing reduced amount of residential parking or worse double park. I note that on the Zia Foundation website it¿s mentioned of their plans to open a ¿National Zia UL Quran Centre in London to serve the community in the West¿, if this is in Carlisle Road contrary to what¿s written in the application papers this could be attracting more than just local people so the potential volumes this could bring to the area and therefore the high levels of disturbance makes this application untenable and therefore must be refused.

There is also a place of worship opposite the edgware infants school in edgware. also there is a building off the kenton road - is this not enough !!! CAR PARKING is a very serious issue here, seeing the way they would park would be very dangerous ie. double parking thus reducing visibilty . in Carlisle Road there would lorries etc and i feel that the road would become very dangerous Also by taking away the industrial units thus causing loss of jobs - and in this climate people need jobs and for the economy So I say again I cannot believe that Brent Council are even considering such an application - I and I am sure many of other people feel very strongly against this application

My reasons for objecting include problems with parking, congestion and residential disturbance; however I am not against the religion itself. The site is not an appropriate place to build a mosque, as for the following reasons. The site is already a very congested industrial area and is situated near quite residential streets. There are very limited car parking spaces by the site and will therefore cause congestion and parking problems on the road and streets around the area. Not only will this cause annoyance to other passerby¿s, but also to the followers of Islam themselves as for the reasons there will be traffic and limited parking spaces. Also, there is a large supermarket, ASDA, and many DIY retailers ¿ Wickes, Screw Fix & Tool Station - close by; this already tells us that this area is very busy, and the addition of a new Mosque will only make it worse. Another reason my objection is that the proposal will create unacceptable disturbance, especially on the residential streets nearby. During Islamic festivals it will be hard to impose opening times and will disturb local residents at inappropriate times. Also, there will also be disruption to the businesses nearby. I personally think that this location is inappropriate for a mosque and the addition of this mosque will only cause problems.

Reason enough to not increase either of these. Noise from call to prayers four times a day is unacceptable when there is watches and clocks with alarms available if one wants to pray and do not need to blow loudly it is time for prayer. It was introduced when people who followed the faith did not have a watch or impose the values to those who do not follow.

Objection: The application which has been proposed will cause problems in the local area for many thousands of people who use the road everyday. Instead of making life better in the area, it will actually become a detriment to the quality of life to the local residents and businesses which surround Carlisle Avenue. At this present day the amount of congestion and parking problems that are evident on Carlisle road are phenomenal, without the need of a mosque which will be visited by worshippers on a daily basis causing massive parking problems and congestion on an already busy road. Currently the amount of businesses which are already present and the types of logistics they operate (Articulated lorries, HGV's, Medium sized trucks etc) already cause major delays on a daily basis. I myself have had to wait almost 20 minutes as an Articulated lorry manoeuvred its way into the road and then had to be off loaded by the local business whilst it was parked on the main road such that no other cars could pass, as there was nowhere else the lorry could park! Can you imagine how bad the traffic would be if a few hundred people now brought there cars along to visit the Centre??? Not to mention, the road I live on just off Montrose Avenue is within close walking distance to Carlisle road, which would mean, people who couldn't find parking close to the centre would inevitably end up causing parking problems on my road, which we already have due to the Bingo traffic which is present from the Bingo centre located on the A5, Edgware road (Brent Side). Carlisle road is a road which I have to use on a daily basis to go to and from my niece and nephews school to pick them up and drop them off. I do not want the added trouble in my life of having to take a major detour round the other way just to drop them off to school. Also, I currently use the services of many of the businesses along Carlisle road especially the Automotive garages, which means I can definitely say that the congestion and parking problems which are being faced on a daily basis, are already to much for most of them to handle and we don't need to make it worse. If one needs to look at what effect having a mosque in such a busy and congested area will have, then I suggest they take a stroll around the Hendon Mosque which is just off the A5 in Hendon. You will note that there is massive disruption to the local businesses with the massive queues which extend round the mosque onto the main road and blocking the window fronts/entrances to the local businesses. What I am confident about, is that if this planning application is granted, then it is essentially a death sentence to the local businesses who will quickly close down causing a massive problem for locally employed people. Furthermore, being an employee of Wickes Building Supplies on Capitol Way, there are only 2 ways of getting into and away from the store in the direction of Kingsbury/Queensbury/Mollison Way. One is to go directly up Capitol Way around the industrial estate and through the width restrictions onto Stag Lane. Secondly is to come down Capitol Way, onto the A5, take a left on the A5 and take a left onto Carlisle road. But due to the nature of the business, many if not most of our customers have and use Vans/trucks to come to our store to buy their goods, but they cannot use the side of the width restrictions due to obvious reasons. Which means they have to use the alternate which is down Carlisle Road, onto the A5, and into Capitol Way. Most of our customers will already tell you how much trouble there already is to use the road without the added problem of the Mosque traffic. This essentially will kill off the business that I work for (Which is already struggling) and could spell disaster for my continued employment.

Stag Lane and the surrounding roads have already become heavily congested due to the Sikh Centre and the Community Centre next to the old Kingsbury Library and the proposed new Community Mosque will only add to this congestion and make life even more difficult for residence. I live near Princess Avenue and weekends for me and my family are a constant battle to navigate around the local area. I am a disabled person and rely heavily on my car to get around and access local amenities. Visitors of the existing centres congest and bloke all the surrounding roads making it difficult at best, impossible at worst to even exit my own road. The new centre will only add to these existing difficulties making lives for local residents a nightmare.

I have used the businesses in Carlisle Road over the years and have always had to park on the other side of Stag Lane in Tewkesbury Gardens because of the lack of parking facilities in Carlisle Road. If this planning permission were to go through it would cause immense congestion and parking problems for the residents around that area and would also affect the businesses in Carlisle Road. Living very close to Kingsbury High School I know from first hand experience the total disregard that people have for the residents in the surrounding areas in their quest for somewhere to park. HGV's that use Carlisle Road would have a problem with manoeuvring in the area due to bad parking, and, where would they park? Where would resident's and business's visitors park? I also note that a previous application, number 11/3328, for exactly the same thing was refused. I have lived in Kingsbury for over 60 years and in this time Carlisle Road has always been an industrial area for businesses and should be kept entirely as such.

There isn't a Community and Education Centre nearby and it will help create a more close-knit community. Moreover, being situated in a nearby area, it will be easily accessible by walking - a further advantage as it will not create parking problems/public transport hassles. There are nearby churches, Gurdwaras, Temples and in Kingsbury there is no proper Muslim worship area. This reduces the multi-cultural aspect of living in Kingsbury. The proposal of this building will not only combat such a problem but also help provide an area for community citizens to work together for a good cause and 'give something back' to the community. A similar building has also been established on a quiet, residential road in Colindale. This is the 'Jain Centre' and there have been many religious ceremonies and evenings here. The proposed Community and Education Centre is very different to the Jain Centre and even the Jain Centre has not caused problems amongst the residents of Cecil Road. In fact it has been welcomed as it has improved the multi-cultural standards of the area - just like this proposal will do. By being an education centre, it will only help to improve the working standards and chances of employment amongst the residents and even enhance the economic viability of the area - of course we need this to tackle the high unemployment rates that are just soaring everyday! The Zia Ul Ummah Foundation exists as a charitable organisation. I am in no way affiliated with them, but they have helped several people in my local community and past school, with a motive to help support young students. I used to go to a community and education centre in Stanmore - it has helped me significantly and helped me find a job as well as find spiritual comfort - exactly what I needed in today's stressful environment. By being so much closer to home and a few minutes walking distance, this will be a lot more practical for not only me but for the majority of the local residents. In general, I fully support this planning application and am willing to put forward a long list of local residents who also fully support this proposal. It is exactly the sort of centre we need in this area.

I understand the proposal is described by the 'Zia Ul Ummah Foundation' as a 'Community and Education Centre'. Given these two very different uses for a building, please make clear which is the actual function being proposed. A 'Community and Education Centre' would, I feel, have to appeal to and be useful to the entire local community, regardless of ethnicity and any religious faith or otherwise, that its members may have. A venue established for 'religious instruction', commonly called a church, temple, mosque, (even madrasa) or synagogue, is a very different entity indeed and its viability in a hitherto 'industrial' site of employment, for all the community, must be examined and publicly discussed with all the community. I cannot personally discuss possible traffic problems or residential disturbance as I live a few streets away and do not drive a car. I can, however, say that a site intended for 'instruction' in one doctrine will not be to my own benefit and that I feel it may even prove to be devisive in what is currently a stable community.

It should be noted that despite the report, the reality is that there WILL be unacceptable increase in traffic, congestion, noise and parking in the vicinity. The streets are narrow and will suffer from noise, congestion and disruption. The vicinity and the local streets were not designed for this level of disturbance. I live in the vicinity and commute via Stag Lane, Carlisle Road and Edgware Road every day. The current traffic conditions are already at unacceptable levels, overcrowded and slow moving. Of course there is congestion on Carlisle Road every single day! The vehicles parked on Carlisle Road already slow down traffic to Stag Lane and Edgware Road. There are many blind spots on Carlisle Road due to existing parked vehicles, thus making the street vulnerable to accidents under current circumstances. Carlisle Road is used substantially to gain access to the industrial units and the fuel station. The proposal does not provide for parking. Neither does the applicant state the number of cars and individuals the mosque will attract. The parking provisions on Carlisle Road are inadequate to accommodate more vehicles. The proposal will cause blockages to arterial roads and parking will spill to already densely populated streets in the vicinity where there is no further scope to increase parking spaces. It should also be noted that on Stag lane there is a Sikh Centre, a function hall, and a major route which provides access to local schools. The proposal will make worse the already unbearable traffic conditions. The planning application does not provide an assessment of the noise impact the mosque will have on the densely polluted residential areas. The proposed mosque will create unacceptable disturbances being so close to densely populated residential areas. The mosque will operate every single day including bank holidays i.e. 365 days a year. The disturbance will no doubt cause stress and anxiety with local residents. Carlisle Road requires economic regeneration which contributes to the character and purpose fit for creating jobs. The industrial site should remain in commercial use only. The proposal will not only result in loss of employment and revenue, but other industrial sites will suffer if the proposal were to be given the go ahead. I find it strange that just because there hasn't been an interest in the site since it has been marketed since March 2011, it should be sold to a religious or community group. Surely the conditions for letting /sale are kept to an untenable standard to provide sufficient grounds to throw the planners of their guard. The report purports to justify the change of use, inter alia, on the basis that another site on the corner of Edgware Road and the Greenway has been vacant for over 10 years. The report is silent on why the sire is vacant and the circumstances surrounding this particular site. It should be noted that the report does not become complete by merely stating that there are many vacant units in the industrial area. The council should do more than merely sit on the sideline. It should encourage business to set up here in Carlisle Road where the conditions are in situ for the very purpose. It should be noted that the increase (1) traffic congestion (2) parking in the arterial roads (3) disruptions, which will lead to drop in demand for local properties and thus drop in their value. As state above the planning application and its supporting documents are designed to please the planners. It is not concerned with the impact it will have on the living conditions of the local residents. Simply put, this is a wrong proposal in the wrong place

  • 20/10/2012 - 63 Princes Avenue , London , NW9 9JN . Comment: I am suprised a place of worship, and such a big one, is possibly being built on Carlisle Road. I have lived in the area for 40 years and Carlisle Road has always been an industrial estate. In one recession I remember it almost became a ghost street, but in this recession, it is still thriving, providing local jobs. This to me, is the purpose of the road. I'll have to leave it to the local area businesses to make their own comments, but it seems this could also cause them disruption in their daily activities, especially traffic loads.

Objection: The planned "religious education centre" would create traffic congestion, exacerbate parking difficulties in the area (where it is already scarce), create disturbance to residents in this densely populated area, and cause a loss of jobs from the local area. In addition to these matters of substance, I object on the point of due process. This application has already been refused, and the applicants are trying to bully the Council into accepting it the second time around over the head of residents' objections.

Objection: I strenuously object to the above application ref 12/2481 due to the congestion this will cause in the local area which is already extremely busy especially on weekends. I drive to ASDA in Colindale through Stag Lane 2 to 3 times a week as this is my local supermarket. A mosque which is so close to this area will make my journeys considerably worse. It will also make parking in this area worse as visitors to the mosque will park and double park in this whole area all year round. A mosque will also cause considerable residential disturbance in the entire area which is unacceptable. This area is not only a densely built residential area but also a very busy and congested industrial area with an already busy road network, making this location totally unsuitable for such a large facility. I am aware that this application was already refused in February and the Zia Ul Umman Foundation have applied a second time and this is simply just a reworking of that application. I feel that the council should not allow themselves to be pressured in this way.
  • 20/10/2012 - 91 Stag Lane , Edgware , HA8 5LJ . Objection: The proposed site of the mosque is between a congested industrial area and a similarly dense residential area. Essentially, there are no parking facilities: 2 spaces for a site of 8400 sq ft is totally inadequate. Visitor parking, often illegal, will result in serious congestion of the surrounding area on most days of the year, making business use by lorries almost impossible. The site will generate massive traffic all year round, totally blocking not just Capitol Way but the already busy Edgware Road and the hardly less busy Stag Lane. Religious requirements can be far better served on a different site with proper facilities.

Objection: Muslims in this area already have a Mosque in Kingsbury on Kenton Road and another huge one opposite Civic Centre in Harrow. Do the really need another one? and the application states that it is a requirement of any work place for muslims. does this men that Muslims will not work in areas where there is no Mosque?

This is a completely unsuitable site for a mosque, church or anything other than the building that is already there. This proposed site is between a very congested industrial area and a densely built residential area. More cars will create traffic problems on an already busy road. Mosque visitors will park and double park along the roads restricting visibilty and turning space for lorries and delivery vehicles. The applicants could hardly have chosen a less suitable place. The applicants say that a place of Muslim prayer is a "requirement" of any workplace but the council should refuse to be pressured in this way and say a resounding "NO" to this and any similar applictions.

  • 12/10/2012 - 3 Carlisle Road , Kingsbury , London , NW9 0HD . Objection: Carlisle Road at present is impossible to park on. I personally arrive at 8am each morning and I typically need to park on a different street,as all the parkuing spaces are taken up at that time. I am the Freeholder and incumbant of 3 Carlise Road.The next door property to 7 carlisle Road. The public transportation to the road is quite difficult and poor, as tube stations are not close by.Therefore the easiest way to get to the road is by using a car. With the proposed usage of the site (7 carlisle Road) which is asking students and members to attend the instuation will create more traffic congestion to the over burden area already. If 7 carlisle Road was a private business with the 10-20 work-force typically associated with a site of this size,the area would be able absorb such activities.However this proposal is inviting many more people to this site in order for it to function, and I strongly oppose on the grounds on the extra congestion that this will create.
